Tenant Advisory Council

Engaging tenants in advocacy and policy-change at Home Forward and beyond.

The purpose of the Tenant Advisory Council (TAC) is to improve policies and programs at Home Forward. Policy includes laws, rules, actions, and funding decisions. Policy is meant to achieve a goal, such as a solution to a problem. TAC members support solutions and changes for the overall community rather than only the individual. In addition to working on the rules and practices at Home Forward, TAC members may also engage in advocacy outside of Home Forward.

TAC members meet one time every month and receive a monthly stipend.

  • All members of the public are invited to join the TAC during their monthly meeting, every last Tuesday evening of the month. Meetings are available to join either online at this link TAC Microsoft Teams Meeting or in-person.
  • Join us for our next meeting. Members from the public are invited to provide public comment in the first 15 minutes of every TAC meeting, from 6-6:15pm. Public comment is limited to two minutes a person.

At each TAC meeting, a Home Forward staff member or TAC member will take meeting notes. Meeting notes will include announcements, roll call, updates, policy discussions, training materials, and recommendations of the TAC. At the start of each meeting, the prior meeting’s notes will be approved by a majority of TAC members. Once approved, the TAC meeting notes will be available online here.

The Tenant Advisory Council (TAC) has the primary purpose of including tenants in policy-related work at Home Forward. The council has existed in various forms since 2009. Council members meet monthly to support Home Forward’s goals of strengthening community engagement and involving tenants in policy-work at Home Forward.

Tenant Advisory Council (TAC) members have a term of 2 years, meaning that all current council members were appointed in June 2025 and will continue through June 2027. In spring of 2027, TAC will recruit for new members to join the council. If you are interested in joining TAC in their current policy and advocacy efforts, you can attend an Upcoming Meeting or join the TAC email list to stay updated on opportunities to provide feedback to Home Forward and advocate for affordable housing in Oregon.

Guiding Principles

  • Residents and Participants are experts.
    • Resident and participant knowledge and engagement are essential to Home Forward’s policy and advocacy work. The first-hand experiences of our stakeholders guide the priorities and direction of our policy initiatives.
  • Equity and access are essential to positive change at Home Forward.
    • Meaningful engagement with stakeholders begins with transparent communication, especially with those who have been most adversely affected by harmful systemic policies and practices at Home Forward. TAC seeks to involve and authentically represent these individuals in the development of policies and procedures at Home Forward.
  • Understanding an issue supports how TAC can address it.
    • As TAC identifies policy priorities, they seek to build knowledge of contributing factors that produce and perpetuate inequities. TAC connects with Home Forward staff, community partners and training opportunities to facilitate a meaningful, intentional response to ongoing issues.
  • Change takes time.
    • TAC works collaboratively across the Home Forward community to identify policies and procedures that can and should be addressed. Within this process, TAC may form subcommittees or continue advocacy efforts in order to advance goals. TAC encourages all residents and participants to attend their monthly meetings and Home Forward Board of Commissioners meetings to share feedback and concerns that need to be addressed.

The Tenant Advisory Council (TAC) helps Home Forward make better rules and decisions by listening to tenants. TAC members work to help everyone, not just themselves. TAC gives tenants the space to share their ideas and help make changes in their homes, housing programs, and the whole housing system.

Here is a summary of the process that Home Forward uses to pick members of the TAC.

We look at all applications to make sure that they are complete. Here’s what we check:

  • No Duplicates – We remove copies of the same application.
  • Full Name – Some people didn’t write their full names, so we do not include those.
  • Contact Info – If someone does not share a way to reach them (like phone or email), we
    remove their application.
  • Why Do You Want to Join? – We asked people to explain why they want to join the
    TAC. If people just said “yes” or “no” without explaining, or said it was only for the
    money, their application was not accepted.
  • Already Involved – Because so many people want to join the TAC, we are not picking
    people who have already been in other groups at Home Forward including the RAC, TAC, or Community Builder program.
  • Can Attend Meetings – We rejected the applicants who were not available to meet on
    days of the week that most of the other applicants could meet.

After this step, everyone still in the process will be moved on to Step 2.

  • People who make it past Step 1 will be contacted and asked to fill out a more detailed form about their interest in joining the TAC within 10 business days. If they don’t complete the form, their application will not move forward.
  • We will look at all the completed forms. All applicants who answer all of the questions on the form will have their name put into a lottery (a random drawing) to pick who moves on to Step 3

If someone is picked in the lottery, they will be invited to an interview. They’ll have 10 business days to say yes to the interview.

The interview will be:

  • Online or in-person
  • With at least 3 people: one staff member, one director, and one tenant leader
  • About 20 minutes long (40 minutes with an interpreter)

After interviews, the team will choose 20 people based on their answers and how they match TAC’s goals. Here’s how we choose:

  • Who They Are

We want people from many different backgrounds, such as:

  • Living in different types of Home Forward housing and with different types of Home Forward rent assistance
  • People living in different parts of the County and City
  • Race and ethnicity
  • Age groups (young adults, adults, elders)
  • Gender identity
  • Disability or mental health experience
  • Language spoken at home 2.

Community Focus: We look for people who care about their neighbors and want to make things better for others—not just themselves.

Lived Experience: The TAC receives extra value from people who have personal experiences they are willing to share about and can use to inform future changes. Lived experiences can include homelessness, unfair housing experiences, and being treated unfairly for a variety of reasons. We believe their voices are important in helping to fix things.

Teamwork and Respect: We choose people who are good listeners, can work well with others, and treat people with kindness and respect.

Can Be Active and Show Up: We need people who can come to meetings, speak up, and stay involved.

Seclenda Hadley, Resident
She/Her

Seclenda T.K. Hadley is an AAS Business Admin, Caterer, Homemaker and current Home Forward resident. She is a 50-year-old mother of two and grandma of two. She is a Libra who loves balance, fairness and social harmony. She loves the outdoors including hiking, swimming, fishing and camping.

Frank Culbertson, Resident
He/Him

Frank Culbertson is a 67-year-old resident at a Home Forward property. One of the most defining chapters of his life was his incarceration, followed by his release into homelessness. He spent six months in a shelter system, navigating the challenges of reentry, stigma and survival in a society that often closes doors on people with records. 

He shares that these experiences gave him a deep empathy and a drive to serve others who are often overlooked or silenced. Frank says, “I’m here to represent perseverance, redemption and the power of being seen and valued and that is what I hope to bring to this work”.

Melissa McClellan, Resident
She/Her

Melissa McClellan has lived in Portland since 2007, and has been a Home Forward resident since 2019. She has been in long-term recovery for 17 years.

Barber, Resident
She/Her

Shay is a Portland native who’s worked closely with low-income communities as a property manager for the past 10+ years. She would love to be a part of the solution as many of the problems residents face due to lack of lease education. Create moments where she's also interested in creating advocacy connections for those who may not know. Shay is a part of her community and absolutely for our community.

Marc Rumery, Resident
She/Her

Marc Rumery holds a B.S. in Black Studies, a minor in Psychology, and a B.S. in Music, along with graduate studies in Intercultural Relations. He is a former jazz musician that has experience as a volunteer worker. He emphasizes that “equity is the message.”

April Beck, Resident
She/Her

April Beck is a blind/visually impaired individual. April is terminally ill and a stroke survivor. She is a national athlete and a mother of four. April shares that she has a lot of drive and motivation to make positive changes for the Home Forward community.

Megan Sahim, Resident
She/Her

Megan Sahim is proud to be part of the Home Forward TAC team. She believes that everyone deserves a safe, supportive place to call home. Megan is passionate about advocating for individuals and families in finding affordable stable housing. 

Sarah Lawrence, Resident
She/Her

Sarah Lawrence is a strong advocate for individuals struggling in different areas of life. She recently obtained her CRM. Sarah believes in building a strong community where everyone can grow and thrive with a purpose. Sarah shares that everyone has value and everyone one of us brings something valuable to the table.

Joanna Brands, Resident
She/Her

Joanna Brands has 10 years of property management experience including 6 years working with individuals with barriers. Over the past 4 years, Joanna worked for TPI and her last position was a Supportive Housing Case Manager.

She has also experienced similar struggles including lived experience in houselessness and have cognitive, developmental and chronic disabilities. She loves helping others and making people smile and is very excited to start this journey with Home Forward.

Carla Williams Frison is fully engaged in community involvement. She shares that she is friendly, caring, compassionate and kind. 

Traci Van Zandt, Resident
She/Her

Traci Van Zandt is a Peer Wellness Specialist and an artist. Traci cares for vulnerable communities and creating support networks and serving her community however she can.

Corpus Pacem, Participant
They/Them

Corpus Pacem is prideful about being an advocate in their free time. Corpus experienced homelessness for 2.5 years before receiving their Section 8 voucher. They are also in recovery and have experience working for organizations like Amnesty International, advisory councils and queer spaces as an advocate. They find it imperative to fight for the underdog and actively participate in changing things for the better.

Ruthie Rhone cares about housing justice and empowering tenants through education, advocacy, and direct support. She is passionate that EVERYONE deserves a safe, comfortable, affordable home.  

She has lived in low-income housing for many years and worked for the Community Alliance of tenants as a Tenant Education & Support Coordinators for 4yrs where she would educate and empower tenants to demand safe, stable and affordable rental homes. Ruthie cares about our community and would like to see change and improvement within our community.

Debbie Blackmon is a Portland native. She is a mother and an entrepreneur. Debbie has worked with many diverse groups and is excited to be apart of the TAC.

Tammi Bell, born and raised in Portland, OR is an office manager at a wholesale flooring company where she’s worked since 2016. She loves working with customers and manages the company’s sample department. 

Tammi values people from all cultures and enjoys building meaningful connections across communities. In her free time. She loves summer gardening. As a tenant Advisory Council member, she’s committed to representing diverse voices with care and respect.

Margaret Rogers, Participant

Margaret Rogers was born in Mississippi and raised in Oregon. Some of Margaret’s family from Mississippi were part of the Vanport Flood survivors. She loves cooking, singing, working with beads and making her own jewelry. 

Raven Smith, Participant
She/Her

Raven was born and raised in Portland. She has 3 children and is a community advocate. Raven partners with many organizations to bring support and awareness to the needs of the community, and understands the value of a stable, safe and happy home. 

Zoe Latimer, Participant
She/Her

Zoe is an ex foster youth and has been on her FUP voucher for about 2 years. Zoe is neurodivergent and experiences mental health struggles, and her voucher allows her to focus on college. Zoe was in foster care ages 16-18, where she stayed in group, respite and short-term foster homes. 

She has moved many times in her life, and has found housing to be the most stressful thing to navigate as an adult. Zoe shares that because of her experiences, she wants to advocate for others navigating the harsh systems, especially those who have faced housing instability and wants to help change the system for the better. 

Estefania Lucio-Sanchez, Participant
She/Her

Estefania is a former PSU student, lover of science and nature, DV survivor, happy mother and strong ally of the Latinx community, BIPOC, LGBTQ and other marginalized POC. She would like to focus on striving for a better community, and improvement of living standards.
