Moving to Work is a long-term federal pilot program designed to learn whether public housing authorities can serve their communities better with more local discretion over funding allocation, policies, and procedures.
On April 1, 1999, Home Forward was one of only 37 initial public housing authorities in the country (out of more than 3,000) to have been selected by the U.S. Department of Housing and Urban Development (HUD) and approved by Congress to participate in this program. There are now over 100.
As part of the Moving to Work demonstration project, Home Forward prepares an annual plan and report to HUD. Plans and reports since 2018 are available for download below. Previous years are available through a Public Records Request.

Each year, Home Forward must submit Moving to Work (MTW) Annual Plan to HUD, seeking approval for any new ways that we plan use our MTW flexibility. The MTW Annual Plan is also how we document the MTW activities currently in effect, share any upcoming changes which would require additional HUD waivers or authorizations, and communicate how we plan to use our MTW single source funds. Prior to submitting an MTW Annual Plan to HUD, Home Forward is required to make the draft Plan available for public review and comment.
Home Forward will be accepting written comments regarding its draft MTW Annual Plan from July 28, 2023, through August 27, 2023. Please submit written comments to Christina Dirks via email at christina.dirks@homeforward.org.
