Federal Funding & Policy Information

Home Forward is not a federal agency, but we receive federal funding through the US Department of Housing and Urban Development (HUD). Home Forward is monitoring the 2026 federal budget process to advocate for full funding for HUD and housing programs.

Home Forward’s primary goal is the ongoing housing stability of our residents and participants. We will continue to monitor federal funding and policy and will share updated information as it becomes available.

What You Need to Know

  • There have been no federal budget cuts to public housing or Housing Choice Voucher (Section 8) programs. Under the current 2025 federal budget, Home Forward’s federally funded housing programs will continue through at least September 30, 2025. 
  • Home Forward is not a federal agency and has not been directly affected by these Executive Orders at this time. Home Forward residents and participants are not at risk of losing their housing or financial help because of any of the President’s Executive Orders or budget cuts in 2025. 
  • We are continuing to monitor funding impacts to federal housing and related programs that many families depend on. Programs like GOALS, ROSS, and Jobs Plus have not been cut and are continuing through at least September 2025.
  • Home Forward has not been directly affected by the President’s Executive Orders or other federal policy changes at this time.
  • HUD’s staffing reductions do not reduce Home Forward’s staffing levels. 
  • The federal funding freeze that was temporarily in effect in late January 2025 did not have any impact on Home Forward’s funding or operations.
  • The President’s Executive Orders about DEI, gender, and disability have not had any impact on Home Forward’s operations.
  • The President’s proposed 2026 budget includes significant cuts to HUD and housing programs, including Housing Choice Vouchers, public housing, and self- sufficiency programs such as GOALS, ROSS, and Jobs Plus. However, the President’s budget is a proposal, and the budget is not final.
  • Congress must agree on a final 2026 budget by October 2025.
  • The Department of Homeland Security recently signed an agreement with HUD to work together to ensure that housing assistance is provided only to people who are U.S citizens, Lawful Permanent Residents (green card holders), and other people with lawful immigration status (such as asylees or refugees).
  • The agreement does not change any laws or current HUD rules; however, it signals that the rules could change in the future. As of now, households with mixed immigration status remain eligible for federal housing assistance.
  •  Home Forward has always been required to share certain information with the federal government, including certain citizenship and eligibility information of residents and participants. Home Forward has developed guidance [English, Vietnamese, Somali, Russian, Spanish] for residents and participants on what information we are required to share with the federal government.
  • Oregon is a sanctuary state and Home Forward does not participate directly or indirectly in immigration enforcement actions without a Judicial Warrant.

It’s important that your elected representatives in Congress hear from you about how these changes may impact you and your family. You can call your congressional representatives at 202-224-3121 to tell them to support full funding for housing programs. Some Executive Orders could change how immigration laws are enforced across the country.

  • Home Forward does not help with immigration enforcement unless legally required.
  • Home Forward has created a flyer explaining how we would respond to immigration officials. Please share it with others.
  • The Resident Resources list includes legal resources in case you need help with immigration enforcement issues. Know your rights!

The Presidential Administration has discussed reviewing federal funding for programs.

What You Need to Know:

  • Right now, residents and program participants of Home Forward are not at risk of losing their housing or rent assistance due to either the current Executive Orders or attempted federal funding freeze.
  • We are closely monitoring funding impacts to key housing and support programs and will provide updates as needed.
